Pre Identification report
The Cambodian organisation PFD had been contracted
by the Thmar Pouk Partnership Secretariat to work with the Department of
Planning of Banteay Meanchey province in order to Identify the Poor Households
living in 2 administrative districts which together form the Operational
District Thmar Pouk. This activity had been funded by our donor ICCO KIA based
on a special contract with MoPoTsyo as chair of the Thmar Pouk Partnership
Secretariat. The following results are reported here:
The households have been identified according to the
standard procedures of the Ministry of Planning.
The household data have been entered into the National Database
The Poor Households have been photographed
The Poor Household pictures have been matched with the household data on the
card
The Poor Household cards have been printed
The Poor Household cards have been distributed to the local authorities for
Distribution to the Poor Households (late 2010).
Since then Poor Households have started to register as beneficiary of Community
Based Health Insurance organized by CAAFW receiving a 100% premium subsidy as
Poor Level 1 and 50% subsidy as Poor level 2.
A new budget has been approved to finance PFD in order to monitor the card
distribution. This monitoring activity takes place in August 2011. CAS will do a
Focus Group discussion with the involved Commune Leaders to collect data about
the card distribution.
