Announcement of vacancy for: Chief Accountant


Function Title: Chief Accountant (Full Time 40 hours: Monday to Friday)

Place of Work: Finance & Admin Department at MoPoTsyo Head Office, Phnom Penh

Accountable to:Head of Finance and Admin

Remuneration: The monthly salary will be in the range  of 750$-1000$ and is paid in riel

Background: Since 2005, Cambodian NGO, MoPoTsyo Patient Information Centre is reaching more and more diabetes and high blood pressure patients with services in public hospitals, health centers and communities through Peer Educator Networks: More than 200 trained diabetes patients in 28 operational districts in 12 provinces are volunteering as Peer Educators who help with counseling and access to services. They help facilitate the public services being used by more than 30,000 patients with Diabetes and Hypertension who are members of MoPoTsyo. Through small contributions, the patients finance the Revolving Drug Fund, that gives  them  access to their daily medication, close to where they live. These  medicines and supplies pass through MoPoTsyo’s stocks. They are accounted for by our not-for-profit Cambodian NGO working in close cooperation with Ministry of Health and other government counterparts to combine all efforts in combating the growing burden of chronic Non-Communicable Diseases.   For more background, see https://www.mopotsyo.org.

Objective:  As a supervisor of the accountants, the main objective following tasks and responsibilities such as:

  • Review records of income and expenditure including bills, payments, and general
  • Review all transactions posted into QuickBooks to ensure correct code of account, class, donor, and names. Ensure availability of those transactions in spreadsheets and accounts on a local computer, in accordance with the generally accepted accounting principles
  • Ensure that all documents are accurate and maintain a list of references for accounting records.
  • Review the Revenue and Expenditures (RV & PV, SV, JV,AV) files, including the reports from the Program Team, which they submitted to the Administrative and Financial Working Group for accounting purposes.
  • Check to ensure payment /advance request are correct and accurate before submitted to ED for the approval.
  • Ensure appropriate distribution of all expenditures according to budget.
  • Check out any outstanding advances on prepayments on time.
  • Ensure compliance with the Government reporting requirements and Donors’ requirements including latest standards and including preparation of financial statements.
  • Perform monthly and yearly account closing procedure.
  • Prepare a monthly bank account reconciliation report for both donors and social enterprises accounting Organize, manage, distribute, and maintain original copy of accounting documents.
  • Prepare all documents related to finance and accounting for signing and submitting to management.
  • Collaborate with Admin officer to perform semi-annual/annual fixed asset count. Collaborate with Warehouse to perform inventory count monthly.
  • Prepare monthly tax return and annual tax return both donor accounts and social enterprise accounts.
  • Review payroll documents and related expenditure taking into account leaving staff and newcomers.
  • Communication with bank for any other request of transfer or adjustment.
  • Any work that needs to be accomplished properly and timely.
  • Other Task requested by Ed and Head of Finance and administrations.

Requirements:

  • Bachelor’s degree in accounting and finance or related field
  • Minimum 3 years of chief accounting experience and Cambodia tax compliance
  • Experience in financial reporting, taxation, and financial analysis.
  • Strong organizational and time management skills.
  • Good knowledge of Quick Books and other accounting system
  • Being an honest, respectable, flexible, and adaptable person.
  • Can work well with people who have little formal education.
  • Able to analyze problems and come up with ideas for solutions.
